The plated through-hole is covered by an LPI solder mask layer from one or both sides of the PCB. There are no other processes besides this, just cover/cover the through-hole with LPI solder mask during the printing of the solder mask layer.

Special materials (mostly epoxy resin) are used to seal the via holes to ensure 100% sealing. This is very commonly used in PCBs in BGA areas. Due to the limited space in the BGA area, it is not possible to add more via holes and design "dog bones". Therefore, it is necessary to drill the via holes directly into the BGA pad, and then transmit the signal from the BGA pad to the via holes, and then from the via holes to other layers/traces. We also refer to these types of pads as "active pads" and call this technology "in pad vias".
